Cornell Data Services is monitoring federal policy to provide you with the most up-to-date information throughout the federal transition. The 2022 “Nelson” memo, Ensuring Free, Immediate, and Equitable Access to Federally Funded Research (PDF) from the White House Office of Science and Technology Policy (OSTP), directed federal agencies to update their policies by the end of 2025. However, the recent administration transition has resulted in new Executive Orders (EO) and policy changes across federal agencies.
To stay informed, the following resources may be helpful:
- Cornell Research & Innovation is actively monitoring developments and providing funding and agency updates during the federal transition, including guidance for those submitting proposals or managing active awards.
- Council on Governmental Relations (COGR), which tracks federal policies and regulations affecting U.S. research institutions, is also collecting Executive Orders and Department and Agency Directives and Memoranda.
- Cornell Data Services offers guidance on funder data requirements and advice on writing data management and sharing plans.
